Yes. You can. I created this Windows software with an anime character I call Next Chan.
You can chat with her. And she is able to speak with you. With her animated character she will be able to replicate emotions too. She is mainly based on a open source knowledge base which allows her to answer anything you ask. The best thing is that she is completely offline! You can download her from my website for a little size of 2 MB. Yes that’s the full setup and not the online installer 🙂
